Jobs Fund opens new bidding round

first_img4 December 2012 The Jobs Fund, announced by President Jacob Zuma in 2011, has to date approved funding for 54 initiatives, including innovative business incubation models to develop small businesses, the National Treasury said on Monday. Addressing a media briefing in Johannesburg on Monday, the chairperson of the Jobs Fund Investment Committee, Frans Baleni, announced the launch of the Job Fund’s third call for funding proposals. The R9-billion fund, managed by the Development Bank of Southern Africa, aims to find innovative solutions to South Africa’s employment problem by encouraging new, job-creating ways of doing business in the country. Contracted initiatives have been awarded Jobs Funds grants of more than R1-million, which have leveraged an additional R1.8-million in matching funding from the fund’s project partners. The Treasury said these initiatives would create over 65 000 new permanent jobs in South Africa by 2015. “In addition, these initiatives will also place 42 000 unemployed people in existing vacancies.” Since opening in 2011, the Jobs Fund has received over 3 500 applications. However, only half of these were eligible. The fund “has made significant progress in establishing efficient systems to process the large numbers of applications it receives and to overcome some of the challenges experienced in setting up what is a new funding instrument in South Africa,” the Treasury said. A web-based application, management and tracking system is now operational, allowing applicants to monitor the progress of their applications. The third call for proposals is a request for applications from initiatives in enterprise development and infrastructure. The enterprise development window looks for initiatives that develop innovative commercial approaches to long-term job creation in ways that combine profitability with high social impact. It is looking for new business models, products and markets. The infrastructure window of the Jobs Fund will co-finance light infrastructure investment projects which are necessary to unlock job creation potential in particular areas. Initiatives could include providing critical missing infrastructure that creates trading opportunities, enhances access to markets, or improves the business environment for enterprises and employment-linked investments. Online Holiday Shopping Season Charges Out of the Gate

According to comScore, shoppers plunked down $272 million online on Thursday, and $531 million on Friday — an increase of 29% and 22%, respectively, over the same days last year.IDG reports that price comparison sites also claimed a huge increase in traffic over the 2006 holiday shopping kick-off. PriceGrabber saw referral traffic up a reported 47%, while Shopping.com watched its referrals increase 61%.One thing that seemingly hasn’t changed: the hottest product. The Nintendo Wii continued to see torrid sales and dominated searches at online retailers, and video games as a category saw sales leap 134% this year. Microsoft’s new line of Zune media players placed second among holiday shoppers at PriceGrabber, Shopping.com, and eBay (based on searches for consumer electronics Thursday and Friday).Online retailers can only expect today to be even busier. What started as a marketing gimmick a few years ago, “Cyber Monday,” in which online retailers give additional discounts to shoppers (many of whom are connecting to the Internet from work for the first time following a long weekend in the US), appears to have gained industry-wide acceptance. Shop.org, an electronic retail trade group, reports that 72.2% of online retailers will participate in Cyber Monday. That is a significant increase over the 42.7% who participated just two years ago. Some retailers, such as Wal-Mart, plan to offer online deals all week, skipping the Monday tradition altogether.72 million consumers plan to shop online today, according to BIGresearch, and comScore predicts revenues of over $700 million, which could be the start of an online shopping season some see reaching $30 billion this year.Will you shop online this year? Chaos Engineering: A Proactive Approach to Probe the Limits of Software Systems

first_imgWhile most companies that design software focus on getting things right, few focus on how users can break what they’ve created.  Software businesses increasingly accept that even the best software has holes and they want to know how to uncover and fix them before either their system breaks down in production or their data and algorithms have been hacked.For example, it is becoming routine for big software giants to offer bug bounties that challenge hackers to try to break in or find defects in their software.NetFlix is one company that is pioneering the idea of chaos engineering.  The idea of chaos engineering is to find talented programmers and engineers that are devoted to finding problems with software rather than spending time trying to fix things.  It’s a proactive approach for probing and testing the limits of their software to see what they can do to make the system break.Bruce Wong, former NetFlix engineering manager, wrote that “we are constantly testing our ability to survive ‘once in a blue moon’ failures. In a sign of our commitment to this very philosophy, we want to double down on chaos aka failure-injection. We strive to mirror the failure modes that are possible in our production environment and simulate these under controlled circumstances. Our engineers are expected to write services that can withstand failures and gracefully degrade whenever necessary. GIS vs. Mother Nature

first_imgNew England is famous for three things: Competitive sports teams. Trees. And wicked bad weather (note the regional slang). The weather gets particularly bad during winter, from snow and moisture content.When I ran electric operations for a New England power company in this challenging environment, there was some good news: I employed the most hardworking, dedicated crews.The bad news was, like our Patriots, they were incredibly competitive.Why is being competitive bad news? Well, the utility company was organized by district: north, south, central, and so on. During big storms, each district would battle to see who could restore customer power the fastest. The problem was, each district hoarded its crews. So while the north district served small service drop jobs, the south struggled to repair main lines. A lot more people went without power in the south than the north.The power company could have done much more if we had known the types of work going on in each district. I could have immediately dispatched crews, for instance, from the north to south to optimize restoration to the most customers across the company. But because I didn’t have a solid situational awareness of the full restoration effort, I couldn’t. I knew the number of outages, jobs, and crews assigned. But there was no overall picture to determine the overall restoration-effort impact.Yes, my crews were competitive. That was noble. But that wasn’t enough to provide optimal restoration for the whole company.Getting Good Damage AssessmentI was in charge of power restoration, but the trick was getting a good assessment of the damage Mother Nature had caused. Since trees were absolutely everywhere, you never knew if a power failure traced back to one tree that had fallen onto a circuit or 100 trees that had taken out multiple parts of the circuit. We needed rapid, holistic damage assessment to determine how many jobs our crews had to do to fix and how long those jobs would take – in other words, how long it would take to get everyone’s lights back on.What I needed was the ArcGIS platform, but back then it didn’t exist. Now it does, and the platform lets utilities see the entire restoration effort, from beginning to end.With the platform, I would have been able to speed up the damage assessment. Back in those days – and today for many utilities – damage assessment is a slow, manual, and arduous process. It often starts with lots of people and lots forms. They traipse through the snow with pencils and paper maps. In our case, they would spend several hours gathering all this damage-assessment information. Then they would head back to our service centers, where staff organized forms and input the information into spreadsheets. The next step was trying to make sense of the data.It doesn’t need to be so hard anymore. With the ArcGIS platform, field workers today can – and are – gathering damage data on mobile devices with photos, notes, and preconfigured data drop-downs. The devices immediately transmit this information to utilities’ Emergency Operations Centers, where an executive dashboard shows in real-time all damage occurrences. Dispatchers can immediately make geographically strong crew-staffing decisions.With this, I could have ended the battle between the north and south while getting customers’ power on faster. The immediate access to visualized situational awareness would have shown where we didn’t have enough crews in the south at the very start of our damage assessment, rather than three quarters of the way through the process.The platform serves as an early information system. Utilities can see if they have enough crews to handle the outage and if those crews are in the right spots. You can use it to arrange the right number of contract crews or foreign crews from neighboring utilities right away, rather than too late. You can visualize the impact of your restoration effort in a much more dynamic way. You can even incorporate data from your Outage Management System (OMS), Automated Vehicle Locator (AVL), and SCADA system. This gives you real-time views of the situation at every step.The Calm after the Storm Restoration involves more than just getting crews out into the field and cutting away dangled wires from downed trees. It involves communication, collaboration and information sharing. This applies to first responders, shelters, politicians, media, and frenzied customers.It also involves accessing a constant stream of information about flooding, blocked streets, bridges out, traffic, and hazardous situations. I would routinely be on the phone during and after a storm, madly writing information from police and fire officials about the situation on the ground.With the platform, that information streams into my GIS dashboard right now.What better way to share storm-situation information than with a map? Perhaps the only thing better is a data-driven map with all your critical information. The ArcGIS platform provides that.That’s why modern GIS as a platform is critical for utilities.
