BISMARCK, N.D. — North Dakota health officials do not yet know what caused a pair of pipeline spills last week that leaked oilfield wastewater into a tributary of the Missouri River and over some pastureland.State Health Department environmental scientist Bill Suess said cleanup was ongoing Tuesday at the two sites where produced water — a byproduct of oil production that contains saltwater and oil, and sometimes chemicals from hydraulic fracturing operations — leaked.“We still don’t know what happened,” Suess said.Polar Midstream LLC reported July 14 that 21,000 gallons (79,500 litres) of oilfield wastewater leaked from an underground pipeline and into an unnamed tributary of the Missouri River. Suess said investigators don’t think the spill reached the river, based on samples that were collected. The produced water in the tributary was being pumped out and “flushed” with fresh water, he said.The second spill leaked more than 12,000 gallons (45,425 litres) of oilfield wastewater, impacting an unknown amount of pastureland near Epping.Both spills were reported by Polar Midstream, a unit of Woodlands, Texas-based Summit Midstream Partners LLC, which was responsible for a 3 million-gallon (11.4 million litre) produced water leak from a pipeline in 2014, the largest of its kind in the state.Summit and its subsidiaries installed spill detection equipment on all of its pipelines following the 2014 spill that leaked for months and contaminated Blacktail Creek. The wastewater also flowed into the Little Muddy and Missouri rivers. first_imgWhales are known for their impressive communications skills which allow pods to ‘talk’ to each other through complex clicks and singing, even when they are 100 miles apart.But a new experiment has shown the mammals are also apparently capable of mimicking human speech, a feat that was previously believed to be limited to primates, birds, elephants, dolphins and seals.Scientists say they have recorded a killer whale named Wikie repeating the words ‘hello’ and ‘bye bye’, counting up to three, and even saying the name of her trainer ‘Amy.’The 14-year-old orca lives in Marineland at Antibes, France, and is the first in the world ever recorded by scientists allegedly saying human words.The achievement is even more remarkable because whales do not have the same vocal ability as humans having evolved to make their own sounds underwater. While humans use the larynx to speak, whales produce sounds through their nasal passages using bursts of air. Fork-tailed drongos in the Kalahari, for instance, copy meerkat alarm calls so that the meerkats drop their food in alarm and the drongo can swoop in and steal it.“In other cases, copying sounds might be a way of showing off to potential mates. If a male is good at learning to make lots of different noises, females might use this as an indication that they are also good at learning to find food and feed offspring. “Finally, in some cases copying sounds might help to identify an individual as a member of a group. Some whales, for example, learn their calls from one another and so have local vocal dialects that mark them out as members of their social group.” Recently scientists have discovered that whales have different ‘accents’ or ‘cultures’ and the new study suggests that those differences are picked up when young through imitation of adults, in a similar way to how children learn to speak through copying.Writing in Proceedings of the Royal Society B, José Abramson of the Complutense University of Madrid, said: “Vocal imitation is a hallmark of human spoken language, which, along with other advanced cognitive skills, has fuelled the evolution of human culture. first_img When it comes to the normalization of monetary policy on the part of the Federal Reserve, it comes down to two possibilities: either slow normalization or no normalization, according to St. Louis Fed President James Bullard in Santa Barbara, California, this week.While speculation persists about another rate hike by the Fed in June, which would be the first time the Fed has raised the federal funds target rate since the historic liftoff in June, Bullard discussed two possibilities for monetary policy normalization: the Federal Open Market Committee (FOMC)’s scenario (slow normalization) and the market-based scenario (little or no normalization).“The FOMC has laid out, via the Summary of Economic Projections, a data-dependent ‘slow normalization,’ whereby the nominal policy rate would gradually rise over the next several years provided the economy evolves as expected,” he said. “Market-based forecasts of FOMC policy, in contrast, envision ‘almost no normalization,’ whereby the policy rate would be changed only a few times in the next several years.”James Bullard, St. Louis Fed PresidentBullard said the three factors that favor the FOMC’s scenario are relatively strong labor markets in the U.S., an inflation rate that is closer to the FOMC’s target of 2 percent, and waning headwinds in global economic markets. According to Bullard, U.S. labor markets are “relatively tight,” although job gains for April, announced the day after Bullard spoke in Santa Barbara, were somewhat disappointing (160,000) compared with February and March. Bullard pointed out that the Fed’s labor market conditions index is well above historical averages. With the inflation factor, Bullard said that large movements in oil prices have had a substantial impact on headline inflation, and these measures have been trending higher as of late. On the waning global economic headwinds, Bullard said international influences on the U.S. economy appear to be waning in the first half of 2016 and that recent readings indicate a decline in financial stress; also, the effects of a stronger U.S. dollar appear to be waning.For the market-based scenario, Bullard pointed out two factors: slow GDP growth and low inflation expectations. GDP grew at an annual rate of just 0.5 percent in the Bureau of Economic Analysis (BEA)’s first Q1 estimate, which may be partially attributable to seasonality. Bullard said that market-based measures of inflation expectation began a downward trend late in 2015 after enjoying a relatively satisfactory summer in 2014.Which scenario is closer to being correct? Building permits were the highest in a decade as builders responded to the high demand. Builder confidence is high and construction jobs are increasing. All these are encouraging signs for the market,” said Tendayi Kapfidze, Chief Economist at LendingTree.Housing starts in January rose 9.7 percent to 1.39 million units, exceeding the revised December estimate of 1.2 million units. On a year-over-year basis, housing starts increased 7.3 percent above the January 2017 rate of 1.23 million units.“The rise in permits, the leading indicator of housing starts, in conjunction with the rise in construction employment this month, signals an upward trajectory for housing starts in 2018. Based on the data this month, construction employment has eased as a headwind to housing starts,” said Mark Fleming, Chief Economist at First American. Looking to the year ahead, Kapfidze said that it was best to view this data as a three-month average to smooth out volatility and balance the information value. “The 3-month average of single-family starts of 893,000 is at its highest level since the financial crisis,” Kapfidze said.Housing completions in January were at 1.16 million units, decreasing 1.9 percent on a month over month basis, but were 7.7 percent higher on a year-over-year basis. Single-family housing completions in January increased 2.2 percent to 850,000 on a month-over-month basis.“Housing completions, the number of net new homes added to the housing stock, increased dramatically compared with a year ago. This signals some relief for the supply shortage,” Fleming said.
