first_imgVANCOUVER – Back-to-school buzz only led to worry for a Vancouver father fretting about his daughter’s chances of getting into French immersion — a year before she starts kindergarten.Prokopi Klimos said hearing about parents having to put their kids’ names on long wait lists at multiple schools has him concerned about whether his family will have to move if Helen, who is 3 1/2, gets a spot far from their home.“It’s so competitive and that’s why this September has spurred me to start thinking about it,” he said, adding an English-only school is two blocks from their home, but he’s determined to get his daughter into French immersion.“We’re worried. We’re planners. We like to be organized and we like to have a plan,” Klimos said of himself and his wife Ellisa as they consider how they’ll manage school drop-off and pick-up schedules if their daughter is accepted at a far-off school and their younger son’s daycare is in the opposite direction.Rahel Staeheli, who lives in Surrey, B.C., had her daughter on three wait lists last spring but Milani didn’t get into any of the schools when she started kindergarten this year.“I spoke at the school board meeting. I emailed the education minister. I emailed the chairperson of the Surrey School Board,” Staeheli said of her efforts.“I was shocked initially and now that I understand how insane the wait lists are I’m not shocked anymore, but I’m disheartened for sure. We’re just hoping that maybe by Grade 1 she’ll get in.”Staeheli said Milani may even have to wait until Grade 6 to get into what is known as late French immersion, but that would mean leaving her peers to attend a different school “at a pretty tricky age, socially.”Nicole Thibault, national executive director of Canadian Parents for French, said demand for French immersion is at an all-time high but a lack of teachers in most jurisdictions has parents vying for limited spots.Immigration is fuelling the popularity of French-immersion programs in some provinces and territories as parents across the country increasingly consider bilingualism an important national value tied to lifelong cultural opportunities for their children, Thibault said.School boards and employers in Alberta have offered French immersion programs in areas such as Fort McMurray in order to retain immigrant employees, she said from Ottawa.“You start to realize how the changing demographic is solidifying that Canadian value, that being bilingual is important.”While demand for French immersion programs has traditionally been highest in Eastern Canada, their popularity is gaining in the West, and Yukon and the Northwest Territories are now also pushing to recruit teachers, Thibault said. She said Quebec, usually a target of recruiters, is dealing with its own shortage of French educators.Some Canadian school districts use lottery systems to accept students, while others cap the number of students they’ll take or provide time-limited online registration, as is the case in Ontario, she said.“You can imagine within 10 minutes classes are full and you may have gotten one kid in and not their sibling. So there’s those what we call ‘crazy’ systems.”Federal funding of $31 million announced earlier this year for provinces and territories to recruit French immersion teachers is allowing jurisdictions to co-operate instead of compete with each other, Thibault said.She said she participated in a meeting of Canadian education ministers in June when they expressed concerns and discussed strategies.“One was looking at increasing the pool of teachers, not just stealing from each other,” she said.Other ways to recruit teachers included high schools identifying students who could train as teachers, removing barriers for those wanting to move between jurisdictions to teach French, and using technology to deliver programs differently, Thibault said.“To me, those are good signs that everybody’s aware of the challenges they’re facing. Everybody’s having a similar scenario, even though it’s more acute in some provinces than others.”British Columbia’s recruitment challenges have been exacerbated by a Supreme Court of Canada decision in November 2016, when smaller class sizes were restored, requiring more teachers in all subjects.Education Minister Rob Fleming travelled to France and Belgium earlier this year to recruit teachers.The Education Ministry said so far in 2018, it has certified 15 people from France to work in B.C., and 12 of the certifications came after Fleming’s trip.Another eight applications received from France this year are being processed for those who completed a teacher education program there, Fleming said.The applicants would require further training in B.C. before being qualified to teach, unless they can demonstrate proficiency in the provincial curriculum, the minister said.“The Ministry of Education doesn’t usually fund seats that are in post-secondary institutions but we’ll be looking to do more of that,” Fleming said of the province’s initiatives.His ministry will be sending a delegation to Ottawa this fall to determine details of the federal funding, Fleming said.“It’s an evolving sign of the Canadian identity,” he said of the popularity of a bilingual education.Nearly one in 10 students in B.C., or about 58,000, are in French-immersion programs.— Follow @CamilleBains1 on Twitter.last_img read more

first_imgAs expected yesterday, Google finally and officially launched Google Wallet in the U.S. The mobile payment system aims to replace your wallet by offering payment services through your smartphone using NFC.The first partner to offer Google Wallet is Sprint, which means if you have a Nexus S 4G on Sprint you’ll be one of the first to get your hands on the app that makes the service possible. You should be able to see a Wallet app available for download today.Google’s initial payment partners are Citi and MasterCard, but if you have some other credit cards you can still use Wallet. Google has a Prepaid Card setup in Wallet that can have money added to it through most credit cards. Add funds to the Prepaid Card and you can then use that for payment at any location that accepts Google Wallet, which is currently limited to MasterCard PayPass points.American Express, Discover, and Visa, are all thought to positioning themselves to support Wallet too, meaning eventually you’ll only need to use the Google Prepaid Card in emergencies, or if the phone belongs to someone who doesn’t have a credit card e.g. one of your kids.As you can see from the image above and video below, Google isn’t just limiting Wallet to being a credit card replacement. It wants to replace loyalty cards, boarding passes, provide a complete payment history in digital form, and of course push you offers from its advertising partners.Is it a safe form of payment? Google thinks so, and eventually you won’t need to carry any cash around, your cards can’t get stolen because you can leave them at home, and if someone takes your phone they still need to figure out the PIN to pay for something. first_imgIf you are one of the lucky few who got their hands on an Oculus Rift and/or you run your PC on Linux rather than Windows, there’s two lots of good news today.First of all, Half-Life 2 is now available to play on Linux through Steam. That’s according to SteamDB, which compiles information from Steam’s large and growing database of game data. The update happened late last night, but is by no means final.Last week the first Portal game also became playable, but gamers have been reporting varying degrees of success playing it. A lot depends on the hardware inside your PC (Intel GPUs cause problems), with screen tearing being one of the more common issues talked about.If Linux isn’t your thing, but virtual reality headsets are, then you’ll be glad to hear Valve has decided to officially support the Oculus Rift for Half-Life 2. It comes in the form of a new beta build of the game available through Steam and requires you set a -vr property. Everyone running the beta build should be able to get access to this option within a couple of weeks.Just like the Linux build of the game, Oculus Rift support is going to be a bit buggy, but that’s why it’s being released so Valve can get feedback and fix the isasues. first_img All the Trailers You Might Have Missed from SDCCAmerican Horror Story: Cult Trailers are Here and… Hope You Like C… In the premiere episode of The Purge TV Series, we get to spend some real time in this world. The show doesn’t feel the need to rush into the scares, because that’s not what makes horror effective on TV. Violence and jump scares are fine, but are often undercut by the presence of commercials. Instead, good TV horror is a slow build. It unsettles you with a creeping sense of dread. If it’s really good, it knows how to reestablish that dread quickly after the ad break kills some of the tension. For much of the opening episode, The Purge rises to these challenges. For one of its stories, anyway.Gabriel Chavarria stars as Miguel (Photo via USA Network)The series premiere takes us through the beginning of the future dystopic United States’ annual Purge from three different perspectives. Only one of them consistently gives us the horror and stress we’re really looking for here, though. It follows Miguel, a returned US Marine who’s trying to find his sister on Purge night. He gets a mysterious, concerning letter from her that talks about joining their parents, who were killed a few years earlier in another Purge. (Maybe the titular First Purge from the most recent movie? It’s not spelled out explicitly, but the implication is here.) His search leads him through the chaos as people desperately prepare everything for the long night ahead. It puts him in an apartment with some real scary dudes getting ready for their Purge night activities by chaining up a woman for later. Yeah, this series isn’t shying away from the grossness of humanity.Miguel rescues the girl, showing us the series’ first illegal kill just before the Purge begins. As thanks, she lets him know where he can find his sister. Only now, it’s past 7 p.m. The Purge has begun. This is where Miguel’s scenes get especially tense. Unlike the other two stories, he’s forced to stay outside while the world goes insane around him. He drives with night-vision goggles to avoid trouble, which also has the effect of obscuring the oncoming purgers. You don’t quite know what’s walking steadily towards him until it’s right in front of the car. It’s a nice, creepy touch. One case where obscuring the violence makes the imagery scarier by forcing you to imagine the details.My only problem is how toned down this episode feels from the movies. The night-vision goggles obscuring the action worked because it made us guess at what was actually happening. At the end of the episode though, when we see the cult’s first sacrifice, the camera pans away from the genuinely scary doll-masked Purgers. Instead, we see them chop up their victim via shadows on the side of a bus. Coming from a bloody horror series like The Purge, this feels a little lame. Maybe they’re saving the big kills for later in the series. By the end of the episode, the Purge has only just started, after all. Or maybe it’s possible USA just doesn’t allow its TV-MA rated shows the same amount of gore that FX, AMC or even Syfy do. The rest of the series will clear that up as Purge Night continues, but if the violence really did have to be toned down this much, The Purge might not be able to live up to its potential.Amanda Warren stars as Jane and AzMarie Livingston stars as Bracka (Photo via USA Network)The other two stories, while not necessarily scary yet, did the one thing I really wanted to see from this series. They showed us, from two different perspectives, what life in this society is like in the hours leading up to the Purge. That’s something none of the movies really had time to go into. A 10-hour season can really immerse us in this world, and the show’s doing a fine job of that so far. Though these stories are light on scares, they’re not completely devoid of tension. Thanks to a commercial-free first half and a clock counting down to the commencement of the Purge, the show is able to let the anticipation and dread slowly build.Especially in the case of Jane, who’s stuck working on Purge night. Foreign trading partners don’t care about the United States’ particular brand of future insanity, so work still needs to get done. That sense of dread kicks up when Jane leaves the safety of her office’s one secure floor to engage in a little illegal activity of her own. She’s hiring a Purge Night assassin to kill her boss, and she gets to watch it happen from the comfort of her office. But she can’t make the deal until Purge night commences, at which point she has to open the door to this stranger. Much of the tension in The Purge franchise comes from not knowing who you can trust. In this case, the deal goes down as planned (we still have nine episodes to get through), but the uncertainty is there all the same. Definitely looking forward to more of that as the series goes on.Hannah Anderson stars as Jenna and Colin Woodell stars as Rick (Photo via USA Network)The remaining story is the weakest at this point, but it has a ton of potential. It’s also the only one that attempts to dig into the class divide inherent in The Purge. One night where all crime is legal (with the not-so-subtle suggestion that murder should be the one you commit) has a purpose. It keeps the poor distracted, weakened and fewer in numbers. It protects the wealthy New Founding Fathers of America party and keeps them in power. This story follows a middle-class couple attending an NFFA party, where they’ll be protected from the horrors of the outside world. They want to secure funding for their company that builds homes for the less fortunate. The show doesn’t shy away from pointing out the hypocrisy here. They see themselves as good people, but they’ll rub elbows with evil if it gets them some money and a safe haven on Purge night.Or maybe it’s not so safe. This is where I wish the first episode went further into this story. After the Purge begins, their hosts announce a party game. Each guest is given a mask featuring a famous serial killer. The NFFA reveres them as pioneers who Purged before it was legal. It’s a little creepy and it clearly makes our main couple uncomfortable, but we’re not yet shown why this is happening. We still don’t know what kind of game their hosts have in mind. This could go to some real terrifying places, but it ended the episode with nothing. Not exactly the way you want the first hour to go out. While the story stopped this week before it could even get started, I did appreciate the little touches that illuminated the class divide in society. The way the service staff puts up with being berated by rich people for a night of safety. The way they hear every secret because they’re essentially invisible. And the fact that ride-sharing apps would offer drivers special Purge Surge rates. Because of course, that would happen.The Purge as a TV series has a ton of potential. Even if only one of the stories got out of the gate in this first episode, there’s enough being set up in the other two that I’m not worried. The show is already using its increased length to further flesh out the world of this franchise, and show us what Purge Night looks like from a bunch of different perspectives. That’s exactly what I wanted from this show, and there’s plenty of opportunity for scares as the series goes on. The writing is really ham-fisted at times. From the too-obvious berating of the maids to the “we’re not rich,” “tonight, you are” exchange, the dialog can get unrealistically blunt. But when have we ever come to The Purge for subtlety. This is a franchise about a government-sanctioned clown mask murder holiday. That bluntness is part of the fun. The Purge feels like its still settling into its approach to horror on TV, but it’s finding its footing quickly. It at least promises to be a fun, scary ride as we gear up for fall and Halloween.Watch MovieBob’s review of First Purge if you need more killing context. The most recent movie brought things back to the beginning to show us how The Purge all began. It was also, according to MovieBob, the series’ best entry so far. The proposal is the subject of an open house Thursday in Portland.The project is jointly sponsored by the Oregon Department of Transportation and the Port of Portland.“The airport has pledged to get this done by the end of 2014,” said ODOT community affairs coordinator Mike Mason. “Hopefully, it’s going to be earlier.”The interchange is clogged regularly on the weekday afternoon commute, Mason said, with motorists experiencing 45-minute delays during the peak travel period between 3:30 and 7 p.m.The linchpin of the project is the new ramp carrying westbound motorists off Airport Way to I-205 northbound, Mason said. Photo: Prothom AloThe three-day first phase of Biswa Ijtema will end on Sunday with the Akheri Munajat on the bank of the Turag River at Tongi, reports news agency UNB.Hafez Mohammad Zubayer, the Imam of Kakrail Mosque in Dhaka, will conduct the Akheri Munajat to be held at 11am, said the Ijtema organisers.The three-day Ijtema, the second largest congregation of Muslims after the hajj, began on Friday.Thousands of devotees, both from home and abroad, are attending the congregation. Some 4,473 foreign devotees from 88 countries joined the first phase of the Ijtema.Ibrahin Refa, an Islamic scholar of Kuwait, conducted Saturday’s ‘a’m bayan’ (general sermon) which was translated into Bangla by Maulana Nurur Rahman.The second phase of Ijtema will be held on 19-21 January.Tabligh Jamaat has been organising the Ijtema at the venue since 1967. But, the Ijtema is being held in two phases from 2011 to ease the accommodation.Meanwhile, three devotees, including a Malaysian citizen, died at the Ijtema ground in three days due to old-age complications and illness.The Malaysian devotee, Nurhan Bin Abdur Rahman, hailing from Malaysia, fell sick on completion of his ablution for players on Friday night and later died on the way to hospital, said another devotee Giyas Uddian.Besides, Rafiqul Islam, 50, son of Shamsul Haque, hailing from Laxmipur district, died early in the morning as he suffered a heart attack at the Ijtema venue.The namaz-e-janaza of the two devotees was held after Fajr prayers.last_img read more

We spoke to hundreds of you at Brexit-specific meetings we organised in Oroklini, Paralimni, Limassol, Paphos, Peyia and Nicosia and we continue to hear from you through different channels.Things have moved on since then, and I know many of you are concerned about what the future holds. Latest developmentsAs you will know, on 16 January the UK Parliament rejected the Withdrawal Agreement because of their concerns about the Irish Border ‘backstop’. A majority of MPs have said that they will support a deal with changes to the backstop. The Prime Minister is taking this mandate forward and seeking to agree legally binding changes to the Withdrawal Agreement with the EU, while guaranteeing no return to a hard border between Northern Ireland and Ireland. The Government recognises that these discussions will not be easy but both sides recognise that a No Deal outcome is in neither of our interests. The Prime Minister has promised to update the House of Commons again on 26 February and, if she has not got a new deal by then, to give Parliament a say on the next steps in non-binding votes. Citizens RightsThe UK Government is working hard to conclude a deal with the European Union: this is our absolute priority. The Withdrawal Agreement provides citizens with the certainty you need about your rights and means Britons in Cyprus can continue living their lives broadly as you do now.
